What is the reason for data retention?

The UK Regulation of Investigatory Powers Act (RIPA) 2000 sets out that the following bodies can ask ISPs to produce the data they have collected about individuals:

Police forces (as defined in section 81(1) of RIPA;
National Criminal Intelligence Service;
National Crime Squad;
HM Revenue and Customs;
Security Service;
Secret Intelligence Service;
Government Communications Headquarters.
